The federal restriction is about the facility where the vending machine is located and who is permitted to enter it. On a casino property that turns into a precise question about the boundary of the space: where does the age-controlled area actually begin and end, is it enforced at all hours, and can a under-21 guest pass through or see into it on the way to a restaurant or a lift?
What a property review has to cover
- The exact boundary of the age-controlled area and how it is enforced.
- Whether that boundary holds at every hour the property is open.
- Jurisdiction — state, local, and tribal gaming authority where applicable.
- Property policy, which can prohibit a placement the law would permit.
- Placement and security: sightlines, access for servicing, and surveillance coverage.
- Whether the licensing route for the product mix exists in that jurisdiction.
Why we are slower here
Because getting it wrong on a gaming property is worse than getting it wrong in a bar. Regulated operators have licences of their own to protect, and a vendor who waves through a placement that should not have happened costs them more than the machine ever earns.
