21+ eligibility comes first
Before anything else, we ask whether people under 21 are ever permitted inside. Federal rules restrict tobacco-product vending to facilities where they are not present or permitted to enter at any time, and New Mexico contemplates vending in age-controlled locations where minors are not permitted. A venue that opens for lunch to all ages, or hosts a private family event, does not meet that test even if it is 21+ every Friday night.
