Why the economics are different here
In most cities a guest who wants nicotine steps outside for four minutes. On the Strip they cross a casino floor, queue at a gift shop, and come back through a different door twenty minutes later — if they come back to your room at all. The distance between a guest and the nearest alternative is the single biggest variable in how a machine performs, and in Las Vegas that distance is unusually long inside the building.

Gaming properties: the boundary is the question
A large resort is not one venue. It is a gaming floor, several restaurants, a pool, a theatre and a hotel, with different age rules in each. The federal restriction attaches to the facility where the machine sits, so the useful question is not “is this property 21+” but “where does the age-controlled area begin and end, and does it hold at 11am on a Tuesday as well as at midnight.”

Trading around the clock
