Short answer

A compliant nicotine vending machine verifies identity and age at the point of sale, every time, before anything dispenses. That verification is an additional control. It does not make a venue eligible where under-21 guests are permitted to enter, because the federal restriction is about the facility, not the sale.

    The venue's age policy determines whether the machine may be there at all. Federal rules restrict vending to facilities where under-21 individuals are not present or permitted at any time.

  2. The machine

    Verification at the point of sale confirms the individual buying is 21 or over. It runs on every transaction, not on a sample.
